Virginia Constitution, 1864 (George Mason University)This Civil War-era constitution was drafted by delegates from counties and cities in eastern and northern Virginia that were loyal to the Union. It became effective for all of Virginia in May 1865. In addition to abolishing slavery and recognizing West Virginia statehood, it implemented voting by ballot (rather than viva voce, or by voice).
